Thursday, April 15

9:00 - 9:15 a.m. Welcome Remarks - Greg Mamary, American Association of Airport Executives
9:15 - 10:00 a.m. Making a Visual Impact with an Art Program: A Look at Philadelphia and Jacksonville International Airports - Leah Douglas, Director of Exhibitions, Philadelphia International Airport, and Cabeth Cornelius, Program Coordinator, Jacksonville International Airport
It is inevitable that airports share many similar traits. Exhibition programs and permanent art collections are great ways to distinguish one airport from another as these visual arts initiatives personalize the airport experience so that passengers feel comfortable, welcome, and look forward to coming back. Philadelphia and Jacksonville are two programs that represent the variety of approaches to presenting art in the airport. You will hear how each program started, their governance, inner-workings, and future plans. Most importantly, you will see numerous examples of display cases, gallery walls, exhibition themes, and permanent art to inspire your own programming.
10:00 - 10:45 a.m. The Icing on the Cake: Installing the Artwork - Roger J. Machin, Director, Methods and Materials
This session will serve as a logical introduction to the following session about The New Indianapolis International Airport and subsequent tour of the facility. The sooner the artist's installer is involved with the logistical process of installation, the better. The installer needs to bridge the gap between the needs of the artist and those of the ongoing construction of the airport. When an artwork is installed in an active union job site pre-planning is everything; the construction manager will not appreciate a picket line when a non-union crew shows up without the proper support. How do we time the installation with other trades? Can we leave out this window or door until later? What floor protection is required? Getting the structural engineer's approval of equipment and knowing the exact weights of equipment and sculpture is a must. Finding a way to get all the players excited about the art is not easy, but making it an inclusive process is essential. You will be surprised at how many of the naysayers are on-board by the end of the installation.
10:45 - 11:15 a.m. Coffee Break
11:15 a.m. - 12:30 p.m. Steps to Effective Art Program Coordination in New Airport Construction - Julia Muney Moore, Public Art Administrator, Ted Givens, Vice President, Alpha Blackburn, President/CEO, Blackburn Architects; Mary Inchauste, Senior Project Designer, AeroDesign Group
Before embarking on our airport tour, this session will explore many important issues related to coordinating art into the architectural design and construction phases of new airport construction projects, a relevant topic for Indianapolis International Airport and several others. These issues include engaging the design and construction team, tips for effective communication, integrating the artwork into the design and construction documents, managing artists' expectations for the construction process and working with existing project contractors to perform side work for artists. We will also cover the role of the public art administrator in these activities.

9:30 - 10:15 a.m. Ready for its Close-Up: Video Art Project at LAX - Sarah Cifarelli, Airport Art Manager, Los Angeles World Airports
Fitting for a city famous for its eclectic mix of media, entertainment and culture, arriving passengers and visitors to LAX will be able to view new video artworks at two permanent venues. Artists, architects, engineers, technicians, programmers, construction workers and administrators have all collaborated to present moving image art appropriate for the newly renovated Tom Bradley International Terminal (TBIT) at LAX. Problem solving these days takes a whole village, which this project engaged across many disciplines, merging jargons and expertise over five years. The result is two video installations presenting three hours of video art, enough to engage the friends and family who are waiting for arriving passengers. Seventeen artists have created custom moving image artworks, with each featuring motion as a site-specific theme to create new intersections of time and space on multiple screens. You will hear an overview of the project, from project conception to installation, including the artistic, planning, technical and theoretical issues that occur during the realization of a major public video art project.
10:15 - 10:45 a.m. Coffee Break
10:45 - 11:30 a.m. Performing Arts Programs: Policies & Procedures, Issues & Solutions - Djuana Sims, Airport Arts Coordinator, Dayton International Airport
In addition to providing details on policies and procedures to have in place when managing a performing arts program, this presentation will highlight several specific, real-life issues and provide solutions to the following: Cultural Diversity vs. Offending a Culture, The Familiar Airport Environment vs. The Unfamiliar Performing Arts, Understanding Its Purpose vs. Pleasing People, Keeping it Fresh and Taking Risks vs. Staying in Your Comfort Zone, and How Much is Too Much?
11:30 a.m. - 12:15 p.m. Creatively Funding Airport Art Programs - Caroline Carlisle, Caroline Carlisle Consulting
This session highlights innovative ways the Nashville International Airport has funded its art program and projects as a non-profit organization. We will discuss grant funding, community partnerships and sponsorships and the pros and cons of this approach. Case studies of funded programs at Nashville International Airport and actual winning grant proposals will be made available to participants.
12:15 - 1:15 p.m. Luncheon
1:15 - 2:00 p.m. Lessons Learned: The Collapse and Rebuild of the Dragon - Guy Bruggeman, Art Program Specialist, Dallas/Fort Worth International Airport
On November 13, 2008, emails and phone messages came flooding in to greet the Art Program Specialists' arrival to work. The issue was first reported by an Ambassador Supervisor to Terminal Management and the Art Program Specialist. Step one was to stanchion off the area of potential danger. Step two was to secure the piece until a decision about the sculpture could be made. Securing the piece, in this case, meant strapping the two pieces together using a dog leash and twine. All of this was completed in day one and just a little bit past quitting time. Day two started with a local, full-fledged museum service company removing the collapsed piece. On November 26th the hanging sculpture was removed and stored at a secured facility. In this presentation you will hear the first-hand account of the process to rebuild, re-hang and reinstate a sculpture--all at no cost to the airport!
2:00 - 2:45 p.m. Stewardship Renewed: How Partnerships Advance Public Art in Airports - Andrea Noble, Visual and Literary Arts Program Director, Alaska State Council on the Arts
The Alaska State Council on the Arts has created a contractual partnership with the Ted Stevens Anchorage International Airport to provide ongoing curatorial services and management of the public art at that location. This partnership has proven to be very much a win-win partnership - with the community and the traveling public being the biggest winners.
2:45 - 3:00 p.m. Refreshment Break
3:00 - 3:45 p.m. Airport Art and the First Amendment - Matthew K. Schettenhelm, Miller & Van Eaton, P.L.L.C.
The First Amendment of the United States Constitution is the source of some of the most important doctrines in American law in encouraging and protecting art, but the First Amendment also has the potential to create thorny problems for public authorities that open their facilities to the "speech" of third parties. If an airport allows certain people to "speak" through art displays, must it let others do so as well? Can airports prefer some art over others? Is there a risk that airport authorities will lose control of their art displays? We will consider basic First Amendment principles established by the courts and discuss best practices for airports.
3:45 - 4:15 p.m. New Dimensions in Airport Arts Programs: San Francisco Airport
Museums - John H. Hill, Curator-in-Charge of Aviation, San Francisco Airport Museums
As many municipalities continue to integrate arts programming into their airport operations, leading edge concepts and practices have emerged, adding depth to what is offered to the public. These new dimensions in airport enrichment include both novel public services and creative financial management solutions for maintaining cultural assets. Areas discussed will include developing and managing in-house collections to draw on for changing exhibitions, library and archival collections and research services, benefits of forming extra-bureaucratic affiliate support organizations, fostering a vital volunteer program, and reformatting percent for art mandates and set asides for long term support of integrated, large-scale fine art.
4:15 p.m. Conference Adjournment
