The Transportation Research Board (TRB) initiated Project 02-06 under its Airport Cooperative Research Program (ACRP) to develop guidance on preparing GHG inventories. The product of this project will be ACRP Project Report 11 - Guidebook on Preparing Airport Greenhouse Gas (GHG) Emissions Inventories. As part of the Fifth Annual AAAE Air Quality Conference, attendees will receive an exclusive ACRP Greenhouse Gas Guidebook tutorial.

This session will outline the basics of climate change.  Discussed will be what is climate change, how do we know the climate is changing, how climate change is and will continue to affect aviation, and how airports are dealing with the changing climate.  Speakers will identify resources available concerning climate change.

3:15-5 p.m. Who’s Regulating What on Greenhouse Gases?

While the regulation of greenhouse gases in the US is evolving under the new administration, this session will provide a status update on current activities.  Attendees will be presented an understanding of the international and domestic regulatory framework being implemented or considered.  It will also provide a context for local control programs that have been implemented by several states, counties, and cities – some of which operate airports.

8:30-10:15 a.m. Preparing Greenhouse Gas Inventories

This session provides on overview of the components of a greenhouse gas inventory as well as case studies from different size airports such as LAX and Aspen Pitkin County Airport.  The methodologies and results of recent inventories will be presented to better understand how airports are calculating its greenhouse gas emissions.

How does an airport reduce greenhouse gases in a practical and cost effective manner? This session will provide examples of greenhouse gas emission reductions associated with changes in aircraft movement, landside improvements, and operational efficiency

12-1:30 p.m. Lunch Debate: Pros/Cons of Key Issues

This unique and much anticipated session will comprise a spirited debate on the issues surrounding the regulation and reduction of greenhouse gases associated with aviation, in general, and in particular, airports.

Emissions Reductions and Offsets:  Practical and Compliance Considerations
This session will consider the airport regulatory compliance obligations that affect airports' ability to reduce and/or offset GHG emissions.  It will also discuss the practical experience with providing airport offsets and compare GHG offsets to criteria pollutant offsets.

3:30-5 p.m. Continued Issues with Criteria Pollutants

This session addresses the ever-changing and emerging topics associated with the Clean Air Act (CAA) General Conformity Rule, compliance with the new National Ambient Air Quality Standards (NAAQS), and an assortment of important FAA initiatives (e.g. VALE, EDMS, HAPs). Recommendations on communicating risk associated with airport air emissions to the public will also be discussed.

Doing More with Less
In today’s economic times of budget cuts and travel restrictions, airports are still faced with compliance issues and the need to reduce emissions.  This session will be a facilitated discussion of participants to address the issues facing your airport.  This forum can be used for benchmarking, discussing your experiences, and offer potential solutions to the problems encountered on a daily basis.

10:20 a.m.-12 p.m. Unique Aviation/Airport Projects

This session provides examples of how airport and aviation embark on unique environmental projects to reduce and control air pollutants.  The session includes how San Diego was able to negotiate a Memorandum of Understanding for San Diego’s Master Plan on GHG measures with the Attorney General of California; how Denver Airport built one of the largest airport solar systems generating 3.5 million kilowatt hours of clean electricity each year; how LAX’s Source Apportionment Study attempts to identify local sources of air pollution and the impacts LAX and other sources have upon air quality at and near the airport; and finally, how airlines are trying to do their share to achieve emission reduction goals.
